ارزیابی حکمرانی سرزمین با تأکید بر پویایی روابط سازمانی (منطقۀ پژوهش: شهرستان گچساران)

چکیده
به‌منظور دستیابی به برنامه‌ریزی جامع و هماهنگ منابع و همچنین تحقق حکمرانی مؤثر سرزمین، تعامل و همسویی دست‌اندرکاران مختلف سازمانی در قالب برنامه‌های مدیریت مشارکتی ضروری است. هدف این پژوهش، ارزیابی حکمرانی سرزمین با تأکید بر پویایی روابط سازمانی و تحلیل انسجام سازمانی به‌منظور ارزیابی اثربخشی طرح‌های توسعه در شهرستان گچساران است. ابتدا، 22 دست‌اندرکار سازمانی مرتبط با طرح آبادانی و پیشرفت منظومه‌های روستایی شناسایی و شبکۀ تبادل اطلاعات و همکاری بین این دست‌اندرکاران در دو دورۀ زمانی قبل و بعد از اجرای طرح بررسی شد. برای این منظور، شاخص‌های سطح کلان شبکه شامل تراکم، دوسویگی، انتقال‌یافتگی و میانگین فاصلۀ ژئودزیک و شاخص مرکز- پیرامونی در سطح میانی شبکه با استفاده از روش تحلیل شبکۀ اجتماعی اندازه‌گیری شد. نتایج نشان‌دهندۀ روند مثبت و افزایشی در انسجام و پایداری شبکۀ روابط سازمانی است. به‌طوری که شاخص تراکم 3/14 درصد، دوسویگی 2/8 درصد و انتقال‌یافتگی 9/11 درصد نسبت به قبل از اجرای طرح افزایش یافته است. همچنین نتایج شاخص مرکز- پیرامون نشان داد که با اجرای طرح و اضافه شدن سازمان‌هایی مانند جهاد کشاورزی، امور آب و میراث فرهنگی و گردشگری، تعداد ذی‌نفعان مرکزی افزایش یافته است که نشان‌دهندۀ انعطاف‌پذیری و تطبیق با نیازها و شرایط جدید در فرایند توسعه است. نتایج تحلیل همبستگی نیز نشان می‌دهد که اجرای طرح تأثیر مثبت و معناداری بر روابط تبادل اطلاعات و همکاری بین دست‌اندرکاران سازمانی داشته است. پیشنهاد می‌شود که شبکۀ سازمانی در دوره‌های منظم ارزیابی مجدد شود تا پایداری تغییرات، به‌ویژه در شاخص دوسویگی شناسایی شود و به بهبود حکمرانی سرزمین کمک کند.
