حکمرانی منابع طبیعی

ارزیابی برنامه‌های توسعه اول تا هفتم جمهوری اسلامی ایران در مواجهه با تغییر اقلیم: کاربرد چرخ ظرفیت سازگاری نهادی

چکیده
این پژوهش با هدف ارزیابی سازگاری نهادی برنامه‌های توسعه اول تا هفتم جمهوری اسلامی ایران در مواجهه با چالش‌های تغییر اقلیم، از مدل «چرخ ظرفیت سازگاری» استفاده کرده است. تحلیل اسناد نشان می‌دهد حکمرانی اقلیم در ایران یک روند تاریخی متناقض را طی کرده است. برنامه‌های توسعه اولیه (اول و دوم) با ضعف‌های ساختاری عمیق، به‌ویژه در ابعاد ظرفیت یادگیری و ظرفیت واکنش خودسازگارانه مواجه بودند و امتیازات کلی منفی (به‌ترتیب 81/0- و 73/0-) داشتند. این ناکارآمدی ساختاری تا برنامه‌های توسعه پنجم و ششم ادامه یافت. با این حال برنامه توسعه هفتم (با امتیاز کلی 06/0) یک نقطه عطف مثبت را نشان می‌دهد. این جهش ناشی از بهبود چشمگیر در ظرفیت یادگیری (30/0) و ظرفیت واکنش خودسازگارانه (38/0) و حاکی از شکل‌گیری سازوکارهای نوین نهادی و آمادگی بیشتر برای تدبیر و ابتکار عمل است. در مقابل، بُعد منابع با امتیاز 46/0-، به‌طور مستمر تضعیف شده و به‌عنوان بزرگ‌ترین مانع در مسیر اجرای مؤثر سیاست‌ها باقی مانده است، همچنین بُعد حکمرانی منصفانه نیازمند تقویت بیشتر در زمینه شفافیت و مشارکت عمومی است. نتایج بر ضرورت رفع این ناهمگونی ساختاری از طریق تخصیص پایدار منابع، تقویت شفافیت و مشارکت و نهادینه‌سازی یادگیری مستمر تأکید دارد تا حکمرانی اقلیم ایران به نظامی یکپارچه و انعطاف‌پذیر تبدیل شود.
